Iceverf is a county of the Velfald Regency in the Aenarch Empire, and also the name of its chief city. [heralds-b#144 · last-winter#21] It is not under siege, but it is rotted from within, worked by the secret society Blackice and burdened by political and mystic threats. [heralds-a#3 · heralds-a#4]

Overview

Iceverf lies in a cold, snowy region and is one of the setting's largest established cities, with a population of roughly 100,000. [heralds-b#164 · last-winter#325] Its count also governs the nearby town of Sunbell, and an important road runs from Iceverf to the capital of the Velfald Regency. [last-winter#21] The city is older than Rosewatch Spire and known for guards so devoted to order that they stand apart from most of the region's other troubles; their captain is Captain Thorsen. History

Iceverf's late count set out on the road after a summons from Altia and died along the way; the noble council's refusal to risk an open-field war against the Winter Elves left the county's defenders penned inside the walls, and the harsh winter made travel unsafe for anyone. [heralds-b#166] With the count gone, his daughter took over the day-to-day running of the county amid the resulting instability. [heralds-b#148] Iceverf's current ruler is Countess Astrid Frostweave of House Frostweave, who inherited the title from her predecessor. [last-winter#99]

Beneath its intact walls, Iceverf is hollowed out by the secret society Blackice, whose hidden den lies underneath the city near Graymond. [heralds-b#348 · heralds-b#359] Blackice claims to be protecting the region's "forgotten truth" — the belief that the Empire's legitimacy rests on selective memory, and that Iceverf should therefore never be properly governed.
