The Empire is the standing political frame of the world, and [[Iceverf]] is one of its regions. {{Src|heralds-b#144|last-winter#164}} Its authority is described as an iron-fisted rule, and there are powers across the map who oppose it on exactly that ground. {{Src|heralds-b#182}} Beneath the imperial level the realm is divided into little kingdoms called Regencies, each ruled by a regent and his bloodline, and within those regencies lie duchies and counties. {{Src|last-winter#5}}

Two of the Empire's instruments recur throughout the campaigns. == The vacant throne ==
There was once an emperor of Aenarch, and there is no emperor now. {{Src|last-winter#5}} The offices below the throne have absorbed the vacancy rather than filled it: a regent is described as overseeing the governance and administration of a regency precisely in the absence of a reigning emperor. {{Src|last-winter#245|last-winter#246}} The Empire therefore functions as a machine of deputies, with no single person at the head of it. {{Src|last-winter#5}}

The sources behind this wiki say almost nothing about them. == The crisis of legitimacy ==
The Empire's weakness in Velfald is not primarily military. The central authority of the regency is weakened and full of cracks. {{Src|heralds-a#3}}

The [[Winter Elves]] have read that weakness correctly and built their war upon it. Rather than seek a decision in open battle they fight by guerrilla warfare, propaganda and the collapse of legitimacy. {{Src|heralds-a#3|heralds-a#6}} Their reasoning is stated plainly: to destroy centralized power entirely, they must first destroy the [[Regent]]'s legitimacy, and they work toward that rather than toward a decisive battle. {{Src|heralds-b#182}} To that end they mean to gather every ally who opposes the Empire's iron-fisted rule, and [[Timbermire]] and [[Moonward]] are named as the only powers left that can stop them. {{Src|heralds-b#182}} By the campaign's present state roughly a third of [[Velfald]] has been taken. {{Src|last-winter#643}} For the war itself see [[The Winter War]].

The loss of legitimacy is a danger the Empire's own servants recognise and manage. In [[Iceverf]], by the High Priest's ruling, the captured members of [[Blackice]] are not to be released and the organization is to be prevented from rising again, while knowledge of the Pale White and of Old Iceverf is to be kept covered for the time being, so as to forestall panic and a collapse of legitimacy. {{Src|heralds-a#3}}

Noble houses have struck at the regency directly as well.
