Belial is an archdevil, the infernal patron whose pact is the source of power behind Baroness Bella Worthmore of Snakecross. [heralds-a#128 · heralds-b#55 · last-winter#310]
Overview
Bella Worthmore, the yuan-ti half-blood Baroness of Snakecross, serves Belial. [heralds-a#128] She made a pact with Belial to escape her own world and gain immense power; through that pact she became a warlock, gained an extended life, and gained the ability to shape Snakecross's fate. [heralds-b#55] It is this pact with Belial, not her birth, that sources give as the origin of both her power and her identity as the town's warlock ruler. [last-winter#310]
Campaign material refers to Bella's patron by the fuller title "Archdevil Belial." [heralds-b#105 · last-winter#375 · last-winter#377] The true nature of that pact, and what it means for Snakecross, is framed in the setting material as something still to be uncovered rather than a settled fact. [heralds-b#164]
In play
At the end of the Deadreach arc, Lucerion tried to strike his own bargain with Belial; before it was completed, Oxphideus — the deified Asmodeus — intervened and severed Lucerion's bond to his own god, costing him his paladinhood. [heralds-a#146 · heralds-a#149]

Unconfirmed ideas
The source conversations contain proposals for Belial that the campaign owner never confirmed. They are collected on Idea:Belial so they cannot be mistaken for canon.
