Role in Rosereach

As Archmage, Blackwell governs the city's magical defenses and the Arcanum Tower, but he is not a member of the War Council. ^{[last-winter#755]} He holds no War Council seat because the Magnus Arcanum delegates that role to an elf sent for the war effort instead, leaving Blackwell's focus on the city's arcane governance and defense rather than the war itself. ^{[last-winter#757]}
